Italian Government Confirms NSO Implementation for 1 February 2020
The Italian Ministry of Economy and Finances (MEF) has published information on its website Amendments to the Ministerial Decree of 7 December 2018 regarding the delivery of e-orders for goods and services by National Health Service (NHS) organizations.
The new dates are as follows:
E-order management via the NSO:
- 1 February 2020: for goods provisioning
- 1 January 2021: for service provisioning
The law officially endorses last October’s announcement at the MEF meeting with Italy’s regional representatives and health sector associations.
A key feature of the new regulation is the fact that invoices issued to Italian public health services must compulsorily include three data types, known as the tripletta di identificazione and comprising:
- EndpointID: identification of the party issuing the order
- ID: identification document associated by the issuer (order ID)
- IssueDate: document date
Including the tripletta di identificazione in NSO e-invoicing orders will be required for correct settlement and payment by NHS organizations and be mandatory starting as follows:
- 1 January 2021: for invoices concerning goods
- 1 January 2022: for invoices concerning services
Despite the extension, in order to deliver on time, public health administrations must begin as soon as possible to implement their IT systems to receive e-orders in line with Nodo Smistamento Ordini (NSO) requirements.
